It can be a little confusing at first. I didn't understand it anyway, but once you learn how to build a hound it gets addicting. There's probably 100 or more parts to choose from. This would include items like machine guns, howitzers, sniper rifles, rockets, cockpits, chassis's, generators, armor, radar...you get the picture. Larger chassis's can carry more weight, but they're slower. Larger cockpits provide better protection, but they're heavier and are equipped with fewer sockets. The sockets are necessary for installing specialized computer equipment that the hound uses to steady the weapons...etc.
As for the AI, it's extremely intelligent. The enemy hounds will absolutely hunt your ass down and blow you into next week. I don't know how they did it, but the enemy doesn't just stand around or wander aimlessly like we're used to seeing in other games. It's pretty amazing for a game that's nearly 3 years old.
You'll also find that the environment is almost completely destructible. You can blow down walls, building, trees, bridges & bases. In fact, if I'm not mistaken you can destroy everything but the "Combas" (communication towers).
Anyway, I look forward to seeing more of us playing this old classic in the near future.
