I can answer your downloaded content question. All that stuff is associated with your gamertag so I didn't lose any of it. I have access to all the content I downloaded and/or paid for. Its all still on my hard drive, but for what ever reason I lost every single game save. I don't know about re-downloading since it was already on my drive.

Yes, you can back your Forza progress up to a memory unit...not a problem. As for downloaded content, Microsoft allows you to re-download anything you've paid for as many times as you want. Therefore you only have to pay for it once.
