Does anyone know how to take a piece of video and make an avatar out of a clip?

There's a little clip I wanted to isolate from the old Thundarr the Barbarian cartoon intro to use as an avatar

I thought it would be cool to have that guy's head changing as an avatar.

It can be done by copying and pasting frames into Photo shop Image ready.

Yeah ! Cool ! Since avatars are generally smaller is it better to crop it so less of the body and more of the head show?
